Apparently Colvin was ordered by his boss not to bring documents to the committee, in clear violation of the rights of parliament. It goes right to the heart of all that is wrong with this government, they ride roughshod over all niceties of law and custom, including the right of the committee to see documents before asking questions. The Speaker of the House at first deferred from making a decision on the issue because it was in committee, where it first had to be raised as an issue, before it could be dealt with in the House, during the routine delivery of the committee report, which Bob Rae did last yesterday. Questions of privelege, or the violation thereof, supercede everything else in Parliament except Question Period, no bills can be passed, and nothing can occur in the House until the issue is dealt with. The essence of parliamentary democracy is at stake here.
